PROBLEM TO BE SOLVED: To provide a fixing member of an electrophotograph having an elastic layer to which high thermal conductivity is given without lowering rubber physical properties such as modulus of impact resilience and a release layer which has no rimple and exhibits successful adhesion durability to the elastic layer and being excellent in durability and to provide a thermally fixing apparatus using the fixing member. SOLUTION: In the fixing member of the electrophotograph which has the elastic layer on a substrate and in which the elastic layer is covered with a fluorocarbon resin tube, an inner peripheral surface of the fluorocarbon resin tube is subjected to excimer laser treatment, the elastic layer is made of heat conductive silicone rubber added by a metallic filler and further content of ionic substances in the metallic filler is 30 ppm or less.
