PROBLEM TO BE SOLVED: To simplify the management of an adhesion process between a decorative sheet and a game board. SOLUTION: A transfer roller 8 is rotated in one direction by a motor and is stuck with water 11 in a water tank 10 to produce a water film on the peripheral surface of the transfer roller 8 which has come out from the water 11 in the water tank 10. The water film is made into contact with an adhesive 2 on the rear surface of the decorative sheet 1 conveyed by a sheet conveyer 5, then the dried adhesive 2 is activated, and the decorative sheet 1 and the game board 3 are joined to each other through the adhesive 2.
