A route search apparatus for searching a movement route used for movement from a start point to an end point. The entire region including the start point and the end point is divided into a plurality of block areas. The apparatus includes a block management unit for managing an inner route cost which is a movement cost required when passing through the block regions using an in-block route contained in the block regions, a block selection unit for selecting blocks according to the start point and the end point of the entire region, a movement route generator for generating a movement route from the start point to the end point via the in-block route contained in each of the block regions selected by the block selection unit, and a movement cost calculation unit for calculating the route movement cost which is a movement cost when movement is performed using the movement route according to the in-route cost corresponding to the in-block route contained in the movement route.
