PROBLEM TO BE SOLVED: To distribute video images photographed by a plurality of cameras through a narrow band of a network with a simple operation to viewers. SOLUTION: A video distribution system 10 is provided with a signal input section 111 for receiving each video image photographed by television cameras 13; a multi-video image generating section 115 for generating a multi-video image wherein each received video image is arranged in a split region assigned to each video image; and a data transmission section 124 for transmitting a video image requested by a user among the video images to a video display system of the user. The video display system is provided with a data reception section for receiving the video image and the multi-video image from the video distribution system; a display apparatus for displaying the received multi-video image; a user command transmission section for transmitting request information denoting a video image whose distribution is desired among the video images laid out on the split regions of the multi-video image to the video distribution system; and a display apparatus 22 for displaying the received video image.
