PROBLEM TO BE SOLVED: To provide an emergency reporting system which is constituted at a low cost and superior in expandability. SOLUTION: The system comprises a plurality of reporting units 1 having cameras, microphones, speakers and informing buttons for sending image data of specified regions, a controller 2 connected to the plurality of reporting units by wire or wirelessly, respectively, and a receiving unit 3 connected to the controller 2 through a communication line. When a signal is incoming from the reporting button 23 of the reporting unit 1, the system immediately sends a signal to the receiving unit 3 through the controller 2, shows image data from the camera 20 and audio data from the microphone on a monitor TV 50, and sends audio signals answer the received image data and the audio data to the speaker 22 of the reporting unit. The camera 20 uses an IP camera with an allotted IP address. The controller 2 always monitors the existence of reports from the reporting buttons of the plurality of reporting units, and always accumulates and stores image data and audio data from each reporting apparatus.
