PROBLEM TO BE SOLVED: To provide a heating transfer roller which is free from the fear of transfer failures by making a heating distribution uniform to follow a longitudinal direction. SOLUTION: The heating transfer roller 16 which has a heat-resistant elastic body 161 coated around the circumferential face of a hollow cylindrical body 162 to be heated re-transfers a printing image to a card from a film having the printing image transferred thereto. A ratio between thicknesses of the hollow cylindrical body 162 and the elastic body 161 is set to make the elastic body 161 thicker from the end side of a roller body to a central part.
