The hydraulic brake pump (1) manages the hydraulic cylinder (11). The swing bodies (21) with the return springs (212) and with the operating rods (213) which drive the anti-skid spikes (31) or coupled by the con-necting rod (32) are managed the hydraulic cylinder (11) by the connecting rod (211). All these members are placed into the internal space of the non-inflatable tyre and/or into the internal space of the rim.
