PURPOSE: A physical transport channel chain is provided to efficiently transmit periodical or non-periodical information bits to one user or a plurality of users. CONSTITUTION: Bit sequence repetition blocks(100,200) are formed of a plurality of bit sequence repetition parts repeating a plurality of bit units if information bits for a plurality of users are inputted in the plurality of bit units per frame. Multiplexers(140,240) multiplex output bits of the bit sequence repetition blocks. Symbol repetition parts(150,250) repeatedly output the multiplexed bit sequences. Signal mapping parts(160,260) output the bit sequences outputted from the Symbol repetition parts at preset output values. Channel gain parts(170,270) decide transmission power set according to the mapped output bit sequences. Offset calculators(180,280) generate random integers to the multiplexers(140,240) and the channel gain parts(170,270).
