The ground surface access assembly 10 includes a cover 14 which is supported by a frame 12 that surrounds the cover at its edges, with a first latch arrangement 40A,40B being provided at one edge of the cover to connect that edge of the cover to the frame and a further latch arrangement 40C,40D being provided at an opposite edge of the cover to connect that edge to the frame. Each latch arrangement can be altered between a condition in which it pivotally connects the edge of the cover to the frame and a condition in which it allows the edge of the cover to be raised relative to the frame to enable the frame to either be pivoted about the latch arrangement at the opposite edge of the cover or to be removed. Each latch arrangement preferably comprises two or more latches spaced along the length of the cover that each include a hinge pin and a restraining arrangement. Each latch can be altered between a condition where the pin and restraining arrangement can undergo relative rotational movement only and a condition where the pin and restraining arrangement are displaced relative to one another to allow the respective edge of the cover to be raised relative to the frame. The hinge pin is preferably integral or connected to the cover while the restraining arrangement is preferably connected to or integral with the frame. The restraining arrangement preferably includes a keeper that can be rotated an open or closed position and a retaining means, preferably a bolt with a security head design that requires a specifically shaped tool, may be tightened to lock the keeper in an open or closed position. |
