PURPOSE: A water-soluble thermosetting polyester resin composition and its preparation method are provided to improve the processability, chemical resistance, solvent resistance, adhesion and stretching resistance of a paint for under coat. CONSTITUTION: The water-soluble thermosetting polyester resin composition comprises 100 pats by weight of a thermosetting polyester resin obtained by condensation polymerizing polyethylene terephthalate, glycol and a polyvalent acid; 5-20 parts by weight of an anhydrous polybasic acid; and an amine. Preferably the thermosetting polyester resin has an acid value of 20-30, an OH value of 50-120 and a molecular weight of 8,000-20,000. The method comprises the steps of condensation polymerizing polyethylene terephthalate, glycol and a polyvalent acid to prepare a polyester resin; adding an anhydrous polybasic acid to the obtained polyester resin to polymerize it; and adding an amine to neutralize the obtained product.
