PURPOSE: A method for setting up an incoming call in a general packet radio service network, and a message structure and a system therefor are provided to actively use a general packet radio service and prevent the performance of a system from lowering by previously interrupting PDP PDUs transmittable by malicious Internet subscribers. CONSTITUTION: A database(17) stores routing information and incoming call filtering information. A static information managing unit(16) manages information of the database. An input/output and IP processing unit(13) receives a PDP(Packet Data Protocol) PDU(Protocol Data Unit), an incoming call filtering information inquiry message and/or incoming call filtering information update message, and transmits the result of the incoming call filtering information inquiry and incoming call filtering information update to the corresponding mobile terminal or Internet subscriber. A message processor(15) inquires and updates the incoming call filtering information of the database, and generates the result of the incoming call filtering information inquiry and incoming call filtering information update to transmit the same to the input/output and IP processor(13). An incoming call control unit(14) recognizes the request for incoming call setup for the PDP PDU, analyzes a header of the PDP PDU for judging a range of an IP address of the PDP PDU, judges whether static information exists in a PDP address of the PDP PDU, and generates a control signal based on the incoming call filtering information in the static information exists.
