PURPOSE: A device and a method for data transmission control are provided to control data transmission speed from a buffer to a demultiplexer according to a bit rate of a transport stream instead of directly controlling the demultiplexer. CONSTITUTION: A device for data transmission control includes a buffer() for temporarily storing transport stream data read out from a storing medium, a demultiplexer(340), a transmission speed operation part(350), and a transmission speed control part(330). The demultiplexer separates data from the transport stream per kind, and outputs program clock reference(PCR) values and demuxing packet counting values per demuxing block unit. The transmission speed operation part operates a bit transmission rate from the PCR values and the demuxing packet counting values, and operates a target transmission speed from the buffer to the demultiplexer according to the bit transmission rate. The control part controls the transport stream data transmission speed to output transport stream data of first and second blocks from the buffer to the demultiplexer in sequence, and transport stream data of a third block and the others at the operated target transmission speed.
