PURPOSE: A manufacturing method of a cement block for construction with a rubber layer is provided to prevent the separation caused by moisture by forming the rubber layer on the upper and lateral parts of a cement block. CONSTITUTION: The manufacturing method of a cement block for construction with a rubber layer comprises the steps of: inputting a cement block(1) treated with primer to the upper part of a mold to secure an appointed space; injecting the rubber mixed in the mold into an injection hole(14) by pressurizing; and heating up the mold to form the rubber layer on the upper and lateral parts of the block(1).
