PURPOSE: A method for deciding downlink user plane synchronization is provided to prevent a signaling delay and a call cutting by deciding the downlink user plane synchronization within a short period of time. CONSTITUTION: A method for deciding downlink user plane synchronization includes a receiving process, a first decision process, and a second decision process. The receiving process is performed to receive a downlink data frame(210). The first decision process is performed to decide whether a downlink data frame is received before the last time of arrival(214). The second decision process is performed to decide the synchronization when the downlink data frame is received before the last time of arrival(216).
