PURPOSE: An anti-falling and shock-absorbing device for a car on a sudden curve or a sloped curve road is provided to prevent the accidental fall of vehicles by a car crash, to recycle resources by using waste tires and wheels and to minimize the cost required for construction and maintenance. CONSTITUTION: The anti-falling and shock-absorbing device(200) for a car on a sudden curve or a sloped curve road comprises: a footing concrete structure(150) arranged along a sudden curved plane and provided with projections and hollows; an intermediate rotation unit(80) composed of a lower seal bearing which is composed of a footing plate(40) fixed on a footing plane and a wheel(50) provided with a waste tire(60) fixed to an axis bar, and a wheel(50-1) attached to the axis bar and provided with a waste tire(60-1); an upper axis bar support composed of a wheel(50-2) containing a waste tire(60-2) fixed to a plate of the end of the axis bar; and a safety(130) traveling plate formed on the upper part of the upper axis bar bearing and provided with a light emitting diode(LED) lamp(120).
