PURPOSE: A method for guiding lighting time of a traffic signal lamp of a mobile phone is provided to allow a visually handicapped person or a hearing-impaired person to safely cross a road by informing him/her of green lighting time. CONSTITUTION: When a visually handicapped or hearing-impaired(user) approaches a crosswalk, a mobile phone of the user is converted into a crosswalk mode. The mobile phone requests a traffic controller installed at the crosswalk to transmit information related to blinking of a traffic signal lamp through a pre-set radio channel. The traffic controller transmits information related to blinking of the traffic signal lamp to the mobile phone through the channel. When the mobile phone receives information about when green light lighting time arrives and information related to the green light maintaining time, it informs the user accordingly through vibration. Thus, the user can stably cross the road on the basis of a vibration signal of the mobile phone.
