PURPOSE: An advertizing apparatus capable of being mounted on a wheel of a wheelchair is provided to prevent damage of hands and fingers and to promote advertisement by attaching a bulletin board between the wheel of the wheelchair and a handling. CONSTITUTION: A bearing(3) is provided between an inner circular plate(1) and an outer circular frame(2). The outer circular frame(2) rotates together with a wheel of a wheelchair while the inner circular plate(1) maintains a standstill state due to a weight(4). The weight(4) is provided on the inner circular plate(1). Bearing coupling recesses are horizontally provided on the inner circular plate(1). The outer circular frame(2) is provided with recesses that are vertically formed. A lubricating oil for the bearing(3) is provided.
