FRAME RATE CONVERTING APPARATUS AND METHOD

PURPOSE: A frame rate converting apparatus and method are provided to eliminate blocking artifact at a block boundary. CONSTITUTION: A frame rate converting apparatus includes a motion estimator(200-1) and a motion compensator(200-2). The motion estimator estimates a motion vector of a reference block having a little matching error from a reference block of a previous input image and a search region of the current image. The motion compensator checks ununiformity of the motion vector of the reference block and surrounding motion vectors and detects a pixel difference value at a position to which the reference block is moved in the search region and a pixel error value input from the outside to judge whether the entire image has a pixel error. The motion compensator counts the number of errors within a predetermined window and outputs a newly synthesized image by using a weight of a compensation value according to a normal motion vector and a weight of a pixel average value of two continuous input images, which are different from each other.
