PURPOSE: A device for deciding a mobile communication system shading region is provided to decide a shading region based on terminal location information, and to increase power for a call setup request in the shading region, then to perform a call setup process, thereby deciding the shading region in the system. CONSTITUTION: LMUs(Location Measurement Units)(222) measure a location of a terminal. Base stations(220) are connected to the LMUs(222), decide whether wireless link synchronization with the terminal fails, and measure wireless quality statistical data. A BSC(210) transceives the wireless quality statistical data and a call setup request message with the base stations(220). A terminal location measurement device(212) collects location information of each terminal, and calculates locations of the terminals. A shading region control block(300) manages shading region information, and decides whether a shading region is generated while setting a new call according to a call setup request of the terminals. |
