PURPOSE: An apparatus and method for tracking a phase error of a digital TV are provided to correctly detect the phase error to effectively compensate for phase noise. CONSTITUTION: An apparatus for tracking a phase error of a digital TV includes an error decision unit(301), a fundamental phase error detector(303), a phase error compensator(304), and a phase noise compensator. The error decision unit subtracts an I signal from a reference signal of each I level of a VSB(Vestigial Side Band) signal to obtain an error of the I signal. The fundamental phase error detector multiplies the error of the I signal by the sign of a Q signal to detect a fundamental phase error. The phase error compensator decides a phase error compensation region, multiplies the fundamental phase error by a predetermined constant to output a final phase error in the phase error compensation region, and outputs the fundamental phase error as the final phase error in other regions. The phase noise compensator controls a gain of the final phase error and compensates for phase noise left in the I signal and Q signal.
