PURPOSE: An AP(Access Probe) device using distance information is provided to calculate distance between a terminal and a base station by using an SCM(Sync Channel Message) receiver, and to determine an initial AP power by using the calculated distance, thereby reducing time for accessing the base station. CONSTITUTION: A GPS portion(40) obtains a location of a terminal. An SCM receiver(50) perceives a location of a base station by using base station location information included in an SCM. A distance calculator(60) calculates a distance between the base station and the terminal by using output values of the SCM receiver(50) and the GPS portion(40). An APM(Access Parameter Message) processor(20) obtains an initial AP power from an APM received from an APM receiver(10), a step value of an AP power to be increased for a base station access failure, and total AP frequency information. An AP power determiner(70) receives the initial AP power, the step value, and the total AP frequency information, receives the distance information, determines a new initial AP power value, and changes the total AP frequency information.
