PURPOSE: A device for distinguishing a defect cause in a synchronous transmission network is provided to automatically detect all optical termination equipments according to previously inputted construction-related information, thereby exactly distinguishing whether a generated defect alarm is a construction alarm or a failure alarm. CONSTITUTION: When construction-related information is received, a construction scheduled information receiver(102) extracts information related to synchronous optical termination equipments and multiplexing devices from the construction-related information. An associative device detector(103) detects construction targets and associative devices that are influenced by the construction targets by retrieving the first DB. A defect alarm receiver(104) receives a defect alarm related to the synchronous optical termination equipments. An overlapping detector(105) detects whether the defect alarm is a construction alarm or a failure alarm. A defect alarm cause display(106) transmits a related message to a user terminal according to a kind of a detected alarm.
