PROBLEM TO BE SOLVED: To provide a concrete protective material preventing cracking of a coated film and occurrence of peeling, etc., caused by an inner stress with curing shrinkage during application and with thermal shocks such as a change in atmospheric temperature after the application and having excellent durability such as alkali resistance, and to provide a method for producing the concrete protective layer and surface-treated concrete. SOLUTION: (A) An unsaturated polyester is obtained by compounding and reacting (a) a mol (which is the number of mol of 2,6-naphthalenedicarboxylic acid component contained in the molecule) of polyethylene-2,6-naphthalate with (b) b mol of anα,β-unsaturated dibasic acid and/or its acid anhydride, (c) c mol of a saturated polybasic acid and/or its acid anhydride, (d) d mol of a hydrogenated bisphenol A ethylene oxide derivative represented by general formula (I) (wherein, m and n are each an integer providing 2.5-5.0 average value of m and n) and (e) e mol of a polyhydric alcohol so as to provide (0.05/1)-(0.7/1) of a/(a+b+c), (0.1/1) to (0.9/1) of (a+d)/(a+b+c) and (1/1) to (1.5/1) of (a+d+e)/(a+b+c).
