PROBLEM TO BE SOLVED: To provide a readily emulsifiable epoxy resin composition, having excellent storage stability and drying properties and suitably usable in applications of a water-borne coating requiring corrosion resistance such as water or chemical resistance without deteriorating high adhesiveness essentially possessed by an epoxy resin and to provide an epoxy resin emulsion. SOLUTION: The epoxy resin composition is characterized as comprising an epoxy resin (a1) derived from dihydroxybenzenes having a 3-9C aliphatic hydrocarbon group as a substituent on an aromatic ring and an epihalohydrin and a solid epoxy resin (a2) derived from a bifunctional phenolic compound and the epihalohydrin as the epoxy resin (A), further a curing agent (B) for the epoxy resin and a surfactant (C).
