PROBLEM TO BE SOLVED: To appropriately control not only a reference frame but also an output waiting frame in backward interframe prediction.

SOLUTION: A video processing system 100 is provided with a moving image encoding apparatus 10 and a moving image decoding apparatus 20. The moving image encoding device 10 performs backward interframe prediction from a temporally posterior frame and outputs information indicating that elimination of use of a decoded image of the temporally posterior frame is chosen. The moving image decoding apparatus 20 eliminates use of the decoded image of the frame on the basis of this information in conjunction with input of the information eliminating use of the decoded image of the temporally posterior frame.
