A pair of parallel plate electrodes 20A, 20B are arranged respectively on the ends of the conductor pattern 16 forming the pair of gaps 18, and electro-optic elements 21, 22 are inserted and arranged in the pair of gaps 18. A part on the upper side of a first electro-optic element 21 is formed so that the optical axis direction +Z is directed toward the upper direction, and a part on the lower side of the first electro-optic element 21 is formed so that the optical axis direction +Z is directed toward the lower direction.
