<p><P>PROBLEM TO BE SOLVED: To effectively utilize an existing pipe by facilitating removing work of an OF cable 14. <P>SOLUTION: When removing the OF cable 14, first of all, a spiral pipe, a conductor bundle and an oil immersed insulating layer for constituting the OF cable 14 are extracted from a wiring passage 24 of the existing pipe. Then, a pipe cutter 10 is inserted into a cavity C secured in the OF cable 14. "A pipe (a shielding layer 34)" for constituting a part of the OF cable 14 is cut in the peripheral direction by high pressure water injected from an injection nozzle 58.
