PROBLEM TO BE SOLVED: To provide a discharge lamp lighter which stops surely an oscillation by destroying a circuit element when an abnormal discharging occurs at the last life stage of a discharge lamp or the like, and to provide a lighting apparatus using the discharge lamp lighter. SOLUTION: The discharge lamp lighter is equipped with a temperature-sensitive element N<SB>NTC</SB>which has a characteristic that its impedance reduces when a temperature of the discharge lamp FL exceeds a prescribed value, and is equipped with a protection means with which the temperature-sensitive element N<SB>NTC</SB>is connected in such a way that an adaption means DRC of a drive signal generating circuit DSG and one end of a direct current power source RD are shorted due to the impedance reduction of the temperature-sensitive element N<SB>NTC</SB>when the discharge lamp FL discharges abnormally. When the discharge lamp FL continues the abnormal discharging resulting in an excessive rising of the lamp temperature, the drive signal is extinguished because the adaption means DRC of the drive signal generating circuit DSG and one end of the direct current power source RD are shorted by the impedance reduction of the temperature-sensitive element N<SB>NTC</SB>of the protection means.
