PROBLEM TO BE SOLVED: To provide a liquid inclusion mount and its manufacturing method capable of reducing permanent setting of a seal member, having no slackness of sealing force to the seal member in spite of permanent setting, having no leakage of liquid, dispensing a periodic inspection and early component exchange, having longer durability, and facilitating manufacture. SOLUTION: A seal structure C of an upper shell body 11 and a lower shell body 12 as components of a liquid chamber in the liquid filled mount is provided with surface contact portions 11a and 12a, and a step 28 laying a lower elastic member 14 and an integrally formed seal member 27 as components of the liquid chamber between the surface contact portions and housing a part of them. The seal structure C seals the liquid chamber via a serration bolt so that the upper shell body 11 and the lower shell body 12 are fastened, the surface contact portions 11a and 12a are firmly stuck each other, and the seal member 27 is compressed and housed into the step 28.
