PROBLEM TO BE SOLVED: To reduce the lowering of the transfer rate of data by a mechanical latency including the rotational latency of a recording medium at the time of reading the data recorded on a disk-shaped recording medium. SOLUTION: A recording and reproducing device is equipped with a head position estimating part 320 which estimates the present relative position of a head to the recording medium, an LBA calculating part 310 which calculates the position of a data block which is to be read next and the position of other data blocks which exist before and after the data block and a movement destination deciding part 330 which decides a data block in which time required to move the head is the shortest to be a data block which is to be read next based on the present position of the head estimated by the head position estimating part 320 and the positions of respective data blocks calculated by the LBA calculating part 310.
