PROBLEM TO BE SOLVED: To minutely distinguish between a pedestrian and an automobile about an object moving in a pedestrian area guiding the pedestrian and a peripheral area thereof without depending on an environmental state such as weather, and to take a proper means such that the pedestrian, especially the weak in traffic, can safely completely crosses the pedestrian area. SOLUTION: A detection range 10 covering the pedestrian crossing 1 and the peripheral area 9 of the pedestrian crossing 1 is scanned while being projected with pulse laser light 11 by an area sensor of a laser sensor 12, and a reflection time of the light is measured. By finding a difference between the reflection time in the absence of the object S and the reflection time in the presence of the object S in each scanning point, shape and size of the object S and a vector by a change of a position of the object S in each the scanning are calculated, and the object S moving on the pedestrian crossing 1 in a guidance direction P and the object S moving on the pedestrian crossing 1 in a crossing direction of the pedestrian crossing 1 are distinguished from a calculation value thereof.
