<P>PROBLEM TO BE SOLVED: To appropriately secure security and unify an operating environment in an information processing system sharing an operating environment between information processors. <P>SOLUTION: An onboard apparatus 3 provides an operating environment corresponding to operating environment data by reading the operating environment data of an ATM 14 recorded in an IC card 9 under the condition that an authentication result in a management center 10 of a financial institution is positive.
