<P>PROBLEM TO BE SOLVED: To make a process for deciding an appropriate action for each client easy by conducting analysis of a client with information about the client and using a result of the analysis. <P>SOLUTION: A POS data storage 11 accumulates client information consisting of client attribution information, purchasing information and the like transmitted from a store 30. An application maintained by an AP server 21a of an ASP center 20 is set to be operatable with a headquarter terminal 12 and a store terminal 33 by an ASP service. At the headquarter 10, the client information which is accumulated by using the application is analyzed and target clients are narrowed down according to the analysis result, a one-to-one action plan is generated for each of the target clients, a relation tool is issued and the one-to-one action is evaluated and analyzed.
