PROBLEM TO BE SOLVED: To solve such a problem that circuit scale increases or the number of calculations increases because arithmetic processing such as a coordinate transformation is required when an image shape after scaling is deformed with respect to the original image, in the conventional image scaling device. SOLUTION: The image scaling device comprises a control part 8 which calculates the output size and output start position in the horizontal direction corresponding to the respective lines at every lines constituting an output image on the basis of shape information and position information regarding to the output image, a horizontal scaling part 4 which enlarges/contracts the image in the horizontal direction on the basis of the output size supplied at every lines and an output part 5 which outputs the image data subjected to the scaling processing on the basis of the output start position supplied at every lines.
