PROBLEM TO BE SOLVED: To provide a means for enabling a person having hearing difficulties to easily perform emergency notification or acquire required information in the case of emergency that occurs in his/her home or during driving. SOLUTION: An emergency notification management center for persons having hearing difficulties is installed, a pager system is utilized between a message transmitting/receiving apparatus provided on the side of the person having heating difficulties and a personal computer (PC) in the notification management center, and a button calling device provided on the side of the person having hearing difficulties is operated to transmit a key signal to the center side. A predetermined fixed message is set to each key button, and a corresponding message is displayed on the PC in the center. The corresponding message from the center is transmitted by radio utilizing the pager system, and displayed on a message board provided on the side of the person having hearing difficulties. In such a system, the person having hearing difficulties may perform even a conventionally difficult operation such as calling a help through a simple operation such as pressing a key button.
