PROBLEM TO BE SOLVED: To lessen degradation resulting from resolution conversion of colors of characters and line drawings in images in a transmission system wherein images have resolutions reduced and are transmitted and have original resolutions restored on the reception side. SOLUTION: An original image 1000 is separated into a mask plane 1040 representing areas of characters and line drawings, a foreground plane 1042 bearing color information of characters and line drawings, and a background plane 1044 having image information other than characters and line drawings. When the resolution of the foreground 1042 is reduced, the mask plane 1040 is referred to discriminate whether each of pixels resulting from resolution reduction belongs to characters and line drawings or not, and pixels belonging to characters and line drawings are interpolated in accordance with only values of pixels belonging to characters and line drawings in the original foreground plane 1042. When the resolution of a reduction foreground plane 1052 resulting from resolution reduction is raised, a reduction mask 1053 is referred to perform similar interpolation.
