PROBLEM TO BE SOLVED: To provide an information recording and reproducing apparatus in which the recording start and recording end of information are set under a condition that video recording reservation by an apparatus main body or a remote control apparatus is difficult. SOLUTION: Even under various operating conditions including a standby state where a main power supply of the recording and reproducing apparatus 1 is turned off, the apparatus 1 acquires mail M including video recording conditions, transmitted from a mobile terminal 201 to a server 299, from the server 299 and, video recording reservation is surely registered to the apparatus 1.
