PROBLEM TO BE SOLVED: To reduce power consumption while taking advantage of a high-speed retrieval characteristic of CAM. SOLUTION: A plurality of rule data 101 having determined priorities P1-P11 are re-ordered according to size, and are allocated to memory blocks 1-1 to 1-3 according to the order. The information concerning the allocated data range is stored in a register 22A, and the rule data 101 are re-arranged in order of the priorities P1-P11 in each memory block and stored therein. An inputted retrieval data (SK) 201 is compared with the contents stored in the register 22A, and as a result, a memory block 1-2 to be retrieved is assigned. A block controller 23 activates only the assigned block 1-2 at retrieval time, and does not activate the other blocks 1-1 and 1-3, therefore, the power consumption is reduced by that rate at retrieval time.
