PROBLEM TO BE SOLVED: To prevent erroneous operation of a pull-up circuit for bringing an input terminal of intermediate potential level to an "H" level, for example, when an input signal to the input terminal varies slowly. SOLUTION: The semiconductor integrated circuit comprises a circuit 3 for detecting transition of the potential at an input pad 2 to the intermediate potential level of the power supply potential level, a noise canceller 4 for monitoring continuous detection of the intermediate potential level by the intermediate potential detecting circuit 3 for a specified period, and a pull-up circuit 5 for pulling up the potential level at the input pad 2 to the power supply potential level when the noise canceller 4 confirms continuation of the intermediate potential level for the specified period.
