PROBLEM TO BE SOLVED: To provide an apparatus and a method for regenerating asphalt waste, which enable the efficient heating of the asphalt waste and can reduce time for regeneration treatment. SOLUTION: This asphalt waste regenerating apparatus 10 comprises a drum 11 which has an opening 18 and a bottom 11a and which is provided in such a manner as to be rotatable around an axis 20, and a burner 13 which melts the asphalt waste 21, charged into the drum 11, by heating the asphalt waste 21. An axis 44 is made to correspond to the axis 20 of the drum 11; and a flame guide cylinder 14, which is elongated toward the side of the opening 18 from the side of the bottom part 11a of the drum 11 and opened on the side of the bottom part 11a of the drum 11, is provided in the drum 11.
