PROBLEM TO BE SOLVED: To provide a hood open/close detecting device easily installed in a vehicle and a remote starter using this. SOLUTION: The hood open/close detecting device 1 comprises an infrared transmitting section 111 that is disposed in a cabin of the vehicle and transmits infrared rays to the forward part of the vehicle, an infrared receiving section 112 that is disposed in the cabin of the vehicle and receives infrared rays reflected by the hood when the hood is opened, and a determining section 12 for determining that the hood is opened when the infrared receiving section 112 receives the infrared rays reflected by the hood.
