PROBLEM TO BE SOLVED: To provide a green space-forming method by which a green space can readily be formed, and to provide a greening member used for the green space-forming method. SOLUTION: The green space-forming method comprises a step for forming a gel-like waterproof layer 10 by applying a liquid to a region 5 forming the green space, a step for fixing a lightweight member 13 to the surface of the waterproof layer 10, a step for forming a rooting layer 15 by a substance 16 containing a member 16a having at least water-retaining ability on the waterproof layer, and a step for rooting a plant 20 in the rooting layer 15.
