PROBLEM TO BE SOLVED: To provide base sheets for metal layer transferring which can be used repeatedly and to provide metal layer transfer sheets which can efficiently be manufactured by using the base sheets for metal layer transferring. SOLUTION: The surface of a base metal layer 1 is etched to form projecting patterns P, and electric insulation layers 4 are formed inside of the grooves 3 of the base metal layer 1 formed by the etching. Otherwise, on the surface of a base metal layer 11, electroplating metal layers 13 are formed with projecting patterns P, and electric insulation layer 12 are formed between the electroplating metal layers 13. Thus, the base sheets 6 and 15 are obtained, and the transfer metal layers 7 and 16 are formed by electroplating on the projecting patterns P of the base sheets 6 and 15 to obtain metal layer transfer sheets 8 and 17.
