PROBLEM TO BE SOLVED: To render polychlorinated biphenyl based oil harmless. SOLUTION: A polychlorinated biphenyl storage tank 5, a carbon powder storage tank 6, a surface active agent storage tank 7, and a titanium dioxide powder storage tank 8 are connected to a ultrasonic synthesizer 1 via delivery pipes 5A, 6A, 7A, 8A, respectively. A synthetic emulsifying agent storage tank 2 is connected to the ultrasonic synthesizer 1 via a delivery pipe 2A. An electric treatment furnace 3 is connected to the synthetic emulsifying agent storage tank 2 via a charge pipe 3A.
