PROBLEM TO BE SOLVED: To make possible a call of excellent quality and low charge between a fixed telephone or a mobile telephone set and a mobile telephone set out of a radio zone. SOLUTION: The mobile telephone set is connected to an interface of the apparatus connected to a public line network or a public line network connected to the Internet to automatically register a telephone number of the mobile telephone set in accordance with a fixed telephone number registered in a data file within an exchange or a server and when the telephone number of the mobile telephone set is inputted from any arbitrary telephone set, the call is directly incoming to the corresponding fixed telephone number without being connected to a mobile communication network, so that calling is made possible with the low call charge between fixed telephones, and excellent call quality is obtained.
