PROBLEM TO BE SOLVED: To provide a transfer device which prevents a meandering restriction member from being damaged or peeled off even when a transfer belt is used for a long period of time without being exchanged, and to provide an image forming apparatus without causing color smear and image irregularity due to the smooth rotation of the transfer belt. SOLUTION: The transfer device 6 transfers a toner image formed on a photoreceptor 11 to a recording member 100, then directly transfers the toner image to a recording member 100 conveyed on the transfer belt 50 or primarily transfers the toner image onto the transfer belt, and secondarily transfers the toner image to the recording member 100 thereafter. In the transfer device 6, the skew restriction members 51 are disposed on both edges of the internal face of the transfer belt 50. The skew restriction member 51 are pressed to the end faces of rollers 61 to 68 inside the transfer belt 50 or the end face of a skew restriction roller rotating on the same axis as the rollers. The joint 52 of both ends of the skew restriction member 51 is provided with a chamfer. The transfer device 6 has the chamfer 53, and the image forming apparatus includes the transfer device 6.
