PROBLEM TO BE SOLVED: To provide a method for manufacturing a picture display panel, with which pulverulent fluids are uniformly and evenly enclosed in a plurality of cells even in the case two or more kinds of the pulverulent fluids are to be enclosed in a plurality of the cells set up with partition walls between mutually opposing substrates. SOLUTION: A supporting body 12 to support the pulverulent fluids 3, a counter electrode 11 disposed opposite to the supporting body 12, ring shaped electrodes 13 which are disposed between the supporting body 12 and the counter electrode 11, have a plurality of opening parts 14 through which the pulverulent fluids 3 are passed, and are placed around the opening parts 14 are provided to the picture display panel. By transferring the pulverulent fluids by applying an electric field between the supporting body 12 and the ring shaped electrodes 13, at least a kind of the pulverulent fluids 3 is sequentially filled and arranged on the one substrate 1, one kind after another kind, and subsequently the other substrate 2 is bonded thereto across the partition walls 4 so as to fabricate the picture display panel.
