PROBLEM TO BE SOLVED: To reduce damage to a structure to be inspected at deterioration diagnosis inspection on neutralization of concrete, to easily conduct inspection and grasp the results on the side of the installation or the construction of the structure, without requiring a special type of inspection apparatus or proficient skill, and to diagnose the neutralization with high inspection efficiency with high reliability. SOLUTION: This concrete degradation detecting agent is constituted of a nonalkali latent hydraulic powder or a pozzolan reactive powder containing 0.1-2 wt.% of S<SP>2-</SP>, in terms of amorphous sulfur.
