PROBLEM TO BE SOLVED: To easily and surely pass at least a leading end of a strip rubber member while preventing deformation. SOLUTION: When the leading end of the strip rubber member is wound around a transfer drum 11, the transfer device for the strip rubber member makes a highly adhesive section (a holding plate 31 whose outer surface is a mirror surface) and a low-adhesive section (a complementary bar 23 which is composed of silicone rubber) located so as to be flush with each other, so that the leading end can adhere strongly to the highly-adhesive section. When the leading end is transferred from the transfer drum 11 to a drum to be transferred, the highly-adhesive section is made to recede inward in a radial direction with respect to the low-adhesive section by a moving means 38, and the adhesion of the leading end of the strip rubber member is maintained only by the low-adhesive section, so that peeling/separation can be facilitated.
