PURPOSE: A device for estimating a phase change rate Doppler frequency is provided to directly extract a phase change rate of a pilot symbol, and to estimate a Doppler frequency by precisely detecting a phase change, thereby realizing a small standard deviation of an estimated value even when an estimated period is short. CONSTITUTION: The first phase detector(100) inputs a pilot symbol signal, detects a phase, and outputs the detected phase signal. A delayer(110) inputs the pilot symbol signal, delays the inputted pilot symbol signal for one pilot symbol time, and outputs the delayed signal. The second phase detector(120) detects the phase of the pilot symbol signal from the delayed signal of the delayer(110), and outputs the detected phase signal. A subtractor(130) subtracts a phase signal of the second phase detector(120) from a phase signal of the first phase detector(100), and outputs a difference value signal. An average unit(140) inputs the difference value signal, averages the signal, and outputs the averaged signal. A converter(150) inputs the averaged signal to calculate the signal by using a predetermined formula, converts into a Doppler frequency, and outputs the Doppler frequency.
